Paragraph 1 of (279) is satisfactory and specifically meets the point we made in the last sentence of paragraph 7 of (257) about officers who were not on duty in the Colony on the 1st January 1947 because they were on leave prior to transfer.
As regards officers who were not on duty
in the Colony on 1st January 1947 because they were on leave prior to retirement (paragraph 2 of 279), I think we must now accept the Salaries Commission's recommendation which the Governor so strongly supports. We have in fact in paragraph 7 of (257) already said we will accept it if the Governor adheres to it and considers that representations can be satisfactorily answered. The Governor considers (paragraph 3 of 279) that representations can be satisfactorily answered. We should now approve. I have put in a draft telegram accordingly.
2. There has not yet been an opportunity to deal with the small point in Mr. Radford's minute of 30/6. ? We may confirm the Governor's assumption. I have put in a separate telegram on this point.
